Third inter Korean summit is toughest challenge yet

Amid the pomp and smiles, Mr Moon will be looking to settle some lofty goals, including resolving deadlocked nuclear diplomacy, easing a military standoff and promoting peace on a peninsula many feared was close to war previous year. The dialogue between Pyeongyang and Washington had been stopped because of disagreements over denuclearization issues.

Mr Moon's chief of staff, however, played down the chance that Mr Moon's summit with Mr Kim would produce major progress in nuclear diplomacy.

Prior to his departure, the South Korean leader said he would push Kim for "irreversible, permanent peace" and better communication between Pyongyang and Washington.

Travelling with Moon are South Korean business tycoons, including Samsung scion Jay Y. Lee and the chiefs of SK Group and LG Group.

Other South Korean envoys met with the chairperson of the Supreme People's Assembly, Kim Young-nam, Tuesday afternoon, while business leaders met with Deputy Prime Minister of Ri Yong Nam. They hoisted North Korean flags, flowers and flags depicting a unified Korean peninsula in blue against a white background.

They then inspected goose-stepping soldiers, and Moon shook hands with North Korean civilians and bowed deeply to them.

South Korea's President Moon Jae-in departed on Tuesday for his third summit with North Korean leader Kim Jong Un, seeking to cement a breakthrough in faltering nuclear talks between Pyongyang and Washington.

The dovish South Korean president will hold at least two meetings with the North's leader, where he will try to convince Pyongyang to carry out substantive steps towards disarmament.

Seoul said that could lay the groundwork for a formal declaration on the Korean War, when hostilities ended in an armistice rather than a peace treaty - implying that such an announcement was unlikely during the trip. But they were later suspended after conservatives took power in Seoul with hard-line policies toward the North. Moon's approval rating stood at 83 percent after his first summit with Kim in April. "President Moon must have talked about his experience with Donald Trump and things that Kim Jong-un must keep in mind when he meets Trump for the first time".

After winding up his schedule in North Korea, Moon is expected to visit the main press center for the inter-Korean summit in Seoul to personally give a briefing on the results of his visit.

Moon's office says the summit will focus on how to achieve denuclearization, reduce military tensions between the Koreas and promote ties.

For the third time this year, the leaders of North and South Korea are meeting face to face. Moon said, "Building a permanent peace framework is a way for the two Koreas to resolve issues without being swayed by global politics, and to move toward economic co-prosperity and national unification".

Ahead of the summit, North Korea's Korean Central News Agency (KCNA) in a statement said that the summit is an important opportunity in "further accelerating the development" in relations between the rivals, reported AP.

Moon's visit to the North Korean capital Tuesday, meanwhile, is the first by a South Korean leader in 11 years.

"There has to be a dramatic agreement to bridge the gap, such as the declaration of the end of the war by the US, and the North making some substantial steps in their nuclear disarmament", Tim Shorrock, a commentator on USA foreign policy, told UPI.

Officials say many of Moon's official events in Pyongyang, including the leaders' opening summit remarks, will be broadcast live in South Korea.

He went on to say that he believes the "the establishment of an enduring peace regime is the way for the South and North to become the masters of Korean Peninsula issues, without getting pushed around by any worldwide situation and is also the path toward common prosperity and reunification".
