Although Verizon insisted that its throttling was not a net neutrality issue and was simply a mistake because of the tier of data access to which the firefighters were subscribed, a coalition of more than 30,000 California firefighters and emergency personnel has voiced its support for SB 822, saying public safety depends on it.

Gov. Brown's office said he would not be commenting on SB 822.

Earlier today, California Assemblyman Evan Low (D-Campbell) withdrew a bill that would have outlaws the sale of any service, including certain forms of advertising, meant to change an individual's sexuality or gender identity. If things go that far, it's expected to set up a legal challenge by the Republican-led Federal Communications Commission (FCC).

FCC Chairman Ajit Pai was a longtime critic of the federal net neutrality rules.

Net neutrality advocates worry that, absent rules prohibiting it, internet providers could create fast lanes and slow lanes that favor their own sites and apps or make it harder for consumers to see content from their competitors. For example, a company could not give free speedy access to its own streaming service but slow down Netflix. "Zero rating" is the practice where internet providers can choose which outlets do not count against the monthly data cap, effectively giving advanced privileges to select group of partners. The bill would also need to be signed by Gov.

The federal government could sue the state of California over the law, leading to an eventual showdown in the Supreme Court. Many telecommunication companies want to reserve the right to stratify their business packages.

Internet providers including Comcast and AT&T have lobbied against the law, and claim it could raise internet prices. Industry groups are urging Governor Brown to veto the bill.

"Consumers expect a single, national approach to keeping our internet open, not the confusing patchwork of conflicting requirements passed today, Jonathan Spalter, president & CEO the broadband industry group USTelecom, said in a statement".

The bill still needs Governor Jerry Brown's signature to become law, however.

Internet providers also argue it could lead to higher prices for consumers.

The FCC did not reply to a request for comment.

Meanwhile, net neutrality advocates cheered what they called a testament to the power of the internet. "They're still paying attention".
