President Trump Signs Defense Spending Bill

Trump called it the "the most significant investment in our military, and our war fighters in modern history", but did not make any reference to McCain's military service or decades-long career fighting for the Pentagon budget.

Trump signed the NDAA, or H.R. 5515, during a visit to Fort Drum in upstate NY on Monday afternoon.

The 2019 National Defense Authorization Act also ushers through a series of new reforms and policy efforts, from revamping the military's "up or out" promotion system to new policies to reign in sexual misconduct and domestic abuse among the ranks.

The bill will introduce thousands of new recruits to active duty, reserve and National Guard units and replace ageing tanks, planes, ships and helicopters with more advanced and lethal technology, Trump said. "We are going to strengthen our military like never before and that's what we did".

The bill will boost military pay by 2.6 percent, the biggest hike in nine years.

The compromise bill removes a provision reinstating penalties against ZTE and restricting the company's ability to buy USA component parts.

Some government contractors that already rely on ZTE and Huawei gear will be greatly affected.
