Canada retaliates against US trade policies with tariffs on nearly $13 billion in US imports

The federal government will use a series of tools to offer financial aid to the industries affected by American tariffs on steel and aluminum, including funding and loans from the Export Development Canada (EDC), the Business Development Bank of Canada and the Strategic Innovation Fund that is run by the department of Innovation.

Food and consumer items - everything from dishwashing liquid and powerboats to yogurt, ketchup and whiskey - will face 10 percent tariffs.

Canada is the largest importer of steel and aluminum into the U.S. In 2017, Canada imported $4.3 billion in steel and $7.2 billion in aluminum to the United States. Freeland said such tariffs would be "absurd" because the North American auto industry is highly integrated and parts made in Canada often go to cars manufactured in the USA and then sold back to Canadians.

But, knowing U.S. President Donald Trump, it's probably more likely our tit for his tat will simply infuriate him and he'll add more tat.

"We will not escalate and we will not back down", Canadian Foreign Minister Chrystia Freeland told reporters at a Stelco Holdings Inc plant in the steel city of Hamilton, Ontario.

Freeland said such tariffs would be "absurd" because the North American auto industry is highly integrated and parts made in Canada often go to cars manufactured in the U.S. and then sold back to Canadians. "This is a perfectly reciprocal action".

Overall, Ujczo said Canada's retaliatory tariffs have been baked into the White House's calculus for months.

Chrystia Freeland spoke as officials unveiled a C$2bn (US$1.5bn; £1.15bn) package to support the country's steel and aluminium industries. A WTO official said Friday that the organisation has not heard from the USA about reconsidering its membership.

Trump has long criticised the WTO for allowing countries such as China to impose high tariffs on American goods such as cars even as its economy has matured, though as president he's stopped short of pledging to withdraw from the group.

On the campaign trail this week, Trump continued his attacks on Canadian dairy, wheat and duty-free customs allowances for Canadians returning home, saying they were scuffing up brand new shoes in order to sneak them in.
