Kentucky Lawmakers Override Governor Veto on Tax, Budget Bills

The Kentucky House voted 57 to 40 Friday to override Gov. Matt Bevin's veto of the legislature's tax bill on Friday, sending the bill to the Senate for that chamber's consideration.

State lawmakers are scheduled to return to Frankfort Friday and Saturday for the two final days of this year's law-making session. It would apply Kentucky's 6 percent sales tax to 17 services, including auto fix and small animal veterinarian care, and it would increase the state's cigarette tax from 60 cents a pack to $1.10.

More than 30 school districts across the state were forced to close as thousands of teachers rallied at the Capitol, joining the chorus of teacher protests across the country.

Organizers say there is still a lot of uncertainty and want legislators to know they're in Frankfort to support and preserve funding for public education. The rally took on a festival-like atmosphere as some teachers sat in lawn chairs or sprawled out on blankets. Crosby, Stills, Nash, & Young's hit "Teach Your Children" bellowed from loud speakers before speeches began.

"I don't want to be out of my classroom". "My mouth was hanging open and I don't even know what I can tell you", Kentucky Education Association President Stephanie Winkler told the Lexington Herald-Leader.

Lawmakers overturned vetoes on a revenue and tax measure that raises $487 million in new revenues to fund a budget which increases funding for public schools and restores funding for school bus transportation.

By asking them to vote for another period to get the tax increase in a election 25, the veto put law makers at a position.

The Senate later voted 26 to 12 to override the funding veto.

"You can stand here all day and act like you are all for (education) until it comes time to pay for it".

Teachers got the blame, as Bevin said some single parents can not afford childcare and can not afford to take time off work to watch their children.

Meanwhile, legislative leaders and the current governor must try to resolve the details of a new budget for 2018-20 and additional revenue to fund it, including an envisioned $3.3 billion for pensions.

The governor's response to the striking teachers sparked outcry and disbelief from state lawmakers and educators.

Actually, six Republicans voted to sustain that veto, but Hoover's point was clear enough. The Republican-controlled state Senate will take up the vetoes next. "What this tax bill really does, it raises 436 million dollars in taxes from the people who can least afford to pay for it", argued Jones.

"Crickets", Bevin tweeted, adding he vowed to call a special session to pass a new budget if lawmakers approved his vetoes.

"Here's what's insane to me", Bevin told a reporter from WDRB. West Virginia teachers went on strike for more than a week in March, eventually receiving a 5 percent pay increase, Politico reported.

Republican Gov. Matt Bevin noticed the teachers, too.

In Oklahoma, teachers ended two weeks of walkouts on Thursday, shifting their focus to electing pro-education candidates in November.

Another piece of legislation also raised education funding, providing more than $70 million over the next fiscal year for textbooks, state aid and flex health care benefits.

Thousands of Oklahoma teachers gathered at the state Capitol again, but crowds were noticeably smaller Friday.

Teachers from every Northeast Kentucky district made the trip, although no area districts closed for the day.

"Our students need us to show up for them in classrooms and schools", the KEA statement said.

Priest said the union had polled members throughout the walkout, and that by Thursday, 70% of respondents indicated they were unsure of continuing.

Pension is often the only income source after leaving the school system; according to the Herald-Leader, retired teachers in Kentucky can not collect Social Security.

Kentucky State Police limited access into the building to only 500 protesters at a time, creating a crowded bottleneck of people trying to enter the Capitol. But not rejecting the vetoes means the state government won't have money to operate for the next two years. The group started by encouraging teachers to wear red to school on Wednesdays, using the hashtag #RedforED in social media posts.

Teachers had been booing Republicans for months after they passed changes to the teachers' pension system.
