European Commission cautious on elections in Hungary

Europe will not have a digital future if "adequate investment" is not ploughed into advancements such as blockchain and artificial intelligence, the vice-president of the European Commission has said.

The declaration on the establishment of the initiative was signed during the event by 22 European countries.

Speaking in Brussels on April 10, Andrus Ansip said the European tech sector identifies AI and blockchain as areas in which the continent can play a "leading role". Stronger rules on the protection of personal data and the first EU-wide rules on cybersecurity will become a reality in May 2018.

While the citizens' request to ban glyphosate was rejected by the commission and European Union member states on the basis of scientific considerations which said it was safe, the commission said it wanted to honour citizens' concern that there was not enough transparency on scientific studies used to approve agri-food products.

The Commission also revealed it is laying the groundwork required to establish a European Blockchain Partnership in order to promote "interoperable infrastructures", presumably between EU nations, to enhance and foster trusted digital services.

The EC now says it will invest €300 million in projects directly related to the use of blockchain technology.

The European Commission believes that the decentralised and collaborative nature of blockchain and its applications will allow member states to exploit the "full scale of the Digital Single Market from the outset". One that might be used to share information and "record transactions in a verifiable, secure and permanent way." .

The EC said that close cooperation between member states would help in avoiding fragmented approaches and ensure interoperability and wider deployment of blockchain-based services.

As the technology is already being utilized around the world in the financial sector the partnership looks forward to adapting it and integrating it for digital services that will benefit other commercial sectors in the coming years. It plans to allocate around Euro 300 million more to blockchain by 2020.

Mariya Gabriel, European Commissioner for Digital Economy and Society, stated that all public services will use blockchain technology in the future, and that the partnership would turn the "enormous potential of blockchain into better services for citizens".

In 2016, venture capitalists invested about € 6.5 billion in the European Union compared with € 39.4 billion in the US.
