Trump proposes a Blue Apron-style delivery overhaul for food stamp system

It's an out of the box idea. raising a lot of questions.

He noted that even massive companies like Amazon have struggled to master sales and deliveries of fresh food and argued the cost of developing such a system would be "astronomical".

President Donald Trump wants to drastically scale back food stamps and replace them with a "food box" delivery program - that the White House's Budget Director likens to the meal-kit delivery service Blue Apron. He said despite having numerous hearings on SNAP, Monday's budget was the first time he'd heard of the food box proposal.

The proposal would require approval from a Congress that has historically offered generous bipartisan support to the program.

In this new plan, SNAP recipients would get half of their benefits in what would be called the 'Harvest Box.' It would include items like, milk, cereal, pasta, and peanut butter, to name a few. It would not contain fresh fruit or vegetables. "What they want to do will provide no benefit in no kind of way".

States will be given substantial flexibility to distribute these food benefits to participants.

Haynes-Maslow, who has researched the cost of eating a healthy diet using SNAP benefits, said there was little information on how the government would ensure the nutritional value of the food.

The USDA's 2019 Budget Summary notes that the majority of the agency's proposed $140 billion budget for 2019 would go towards nutrition assistance programs, which are required under federal law and not funded through congressional appropriations. Gundersen said people will leave the program as a result of the shift.

Wilson says that change would impact food banks because they are already providing food to so many families in need. The Trump administration's proposal, he said, "is a far more intrusive, Big Government answer. Imagine someone leaving prison with a felony conviction on their record; they might find it more hard to find steady employment than someone else".

Douglas Greenaway, president of the National WIC Association, echoed that sentiment.

"SNAP is most successful government program we have today", said Craig Gundersun, a professor of agriculture and economics at the University of IL who has studied SNAP for the past twenty years. He says "the budget seems to assume that participating in SNAP is a character flaw". The changes could affect 16.4 million households, according to the USDA.

Smaller convenience stores in the Wilmington area, who wished to remain anonymous, said the change would reduce their sales, but to a lesser degree than food stores. "Among the problems, it's going to be costly and take money out of the [SNAP] program from the administrative side".

But a White House spokeswoman said "everything is on the table" in the infrastructure plan and the gas tax has "pros and cons". Lawmakers, to maintain current spending levels, would need to approve an additional $107 billion from 2021 through 2026.

Under the proposal, recipients would lose most of their ability to choose the food they buy with their benefits.

The budget calls for a $17 billion reduction in 2019, and proposes "a bold new approach" to administering SNAP that will include a combination of traditional food stamps and packages of "100 percent American grown foods provided directly to households". The idea that the government could save money by distributing food itself, she said, is "ill-informed at best".

"It's clear the SNAP program needs to be improved". "We deal with different people of different backgrounds". It also makes sure that they're getting nutritious food. They feared it would upend a much-needed benefit for more than 80% of those in the program.

The proposals come on the heels of the administration's decision to allow states to impose work requirements for Medicaid.
